Football review will encourage fan ownership of clubs

This month the Independent Review of European Football will open with public hearings. A key issue will be who should own clubs: fans or business men.

This perspective on governance is likely to cause friction between UEFA and the continent’s major clubs, writes Steve Menary in an appraisal of the football review written especially for Play the Game.

The review came about after pressure on UEFA from UK sports minister Richard Caborn who believes that the time is right for changing the way football is governed in Europe.

The review is headed by former Portuguese sports minister José Luis Arnaut and will address the right models for financing clubs together with other topics such as how the game can improve social inclusion and lead to healthier lifestyles; the feasibility of salary caps; regulation of agents; quotas of overseas players; club ownership; distribution of revenue in football; corruption; money laundering; and child protection.

The review will be split into three bodies focusing on legal, political and financial aspects, and all three groups will carry out consultations with stakeholders in European football. Such stakeholders who would like to participate or maybe speak at the hearing should notify the Independent Football Review by e-mail by 15 March.
