Establishing global legislation on match-fixing is unlikely according to Interpol. European sports ministers are expected to sign a new Council of Europe convention on manipulation of sports competitions, but global legislation to convict match-fixers is needed according to Emanuel Medeiros from the ICSS.

European sport ministers gather on 18 September in Switzerland to sign a Council of Europe convention on manipulation of sports competitions. The ministers will also discuss how to achieve better governance in sport.

Education and prevention have been identified as key measures in the fight against match-fixing in a joint project by Transparency International, European Professional Football Leagues (EPFL) and the German Football League (DFL).

Ministers from around 50 countries are expected to sign a new convention at a conference in Switzerland in September where they will also discuss the risk of other forms of corruption in sport

"Forget conferences and talking heads and a five-star gravy train. Look towards forming an International Sporting Integrity Unit," says former FIFA investigator Terry Steans in a comment about match-fixing in British newspaper The Telegraph.

"The fixers have, at times, gone into the offices and boardrooms of the top officials who organize the sport," writes Declan Hill, who uncovers how match-fixing on high level has taken place with the connivance of top-level soccer officials.

Ambitions were high and international sport notably absent when a summary of two years of research into sports integrity by 70 academic researchers was launched in Paris.

On May 15, at the Sport Integrity Forum, the Sorbonne-ICSS Research programme on Sports Integrity will present the results of their two-year long research programme into the scale and scope of match-fixing as well as the means to prevent, inform, educate and ensure good governance in the sports movement.
